Where do I start?

Your Rights as a Consumer and Borrower

Write to the business first and keep copies. If that fails, the right government office depends on what went wrong.

  1. A Defective Product or a Bad Service

Write to the store or provider, say what went wrong and what you want (repair, replacement or refund), and give a deadline. If they do not act, you can complain to the DTI.

  2. An Online Seller or a Scam

Keep screenshots of the listing, the chat and the payment. Report to the platform, your bank or e-wallet, and the authorities quickly.

  3. A Lending App or Collector Harassing You

Threats, insults and messages to your contacts are not allowed when collecting a debt. Ask for a statement of account in writing and complain to the SEC.

  4. Your Personal Data

You can ask a company what data it holds about you, correct it, or object to its use. If it misuses your data, you can complain to the National Privacy Commission.

  5. Getting Your Money Back

A written demand comes first. A claim for a modest amount of money can go to small claims court, where you do not need a lawyer.

Not legal advice. This is general information. For advice on your own situation, consult a lawyer. If you cannot afford one, the Public Attorney's Office (PAO) or an IBP legal aid office may help for free.

Government fees, rules and requirements change, so always check with the office concerned before you go. Last reviewed October 8, 2026.
