CENOMAR or Advisory on Marriages
When you ask for a Certificate of No Marriage (CENOMAR), the Philippine Statistics Authority (PSA) searches its records of births, marriages and deaths (the civil registry). If it finds no marriage for you, it issues a CENOMAR. If it finds one or more marriages, it issues an Advisory on Marriages, which lists the marriages on record.
People are often asked for a CENOMAR when they apply for a Marriage License, marry abroad, or deal with an embassy or employer. The office that asks for it decides how recent it must be.
Who Can Ask for It
The PSA's Citizen's Charter (its published list of services and steps) for its outlets lists who may ask and what each person must show:
- The owner of the record (the person named), their spouse or a direct descendant (a child or grandchild): the requester's original valid ID.
- A representative (someone the owner sends in their place): an Authorization Letter or a notarized Special Power of Attorney (SPA) from the owner, the owner's valid ID (original and photocopy), and the representative's own valid ID (original and photocopy).
- A guardian: the court decision or a notarized Affidavit of Guardianship (a sworn statement that you are the guardian), and the guardian's valid ID.
The person asking must be 18 or older.
The Authorization Letter, Done Right
PSA is strict about Authorization Letters. Its charter says the letter or SPA must:
- come from the owner of the record (or their legal guardian);
- say that its purpose is to get a civil registry document from PSA, and name the document (here, the CENOMAR). A general "for whatever purpose" letter is not accepted;
- match the owner's ID.
A general SPA for many purposes is accepted only if it specifically mentions getting PSA civil registry documents. If the owner signs the letter abroad, a scanned or photocopied passport serves as their ID.
You can fill in our Authorization Letter for documents.

Can Someone Else Get My CENOMAR for Me?
Yes. Give them an Authorization Letter or SPA that says it is for getting your CENOMAR from PSA, plus your valid ID. They bring their own ID too. Your spouse, child or grandchild can ask for it with their own ID.
I Am Single but Got an Advisory on Marriages. What Now?
An Advisory means PSA's database shows a marriage under your name. It may be a different person with the same name, or a record that needs correcting. Ask the PSA outlet how to clear it. If a real marriage record is wrong or the marriage must be annulled (cancelled), that is a court matter, and you should see a lawyer or the Public Attorney's Office if you qualify.
How Long Does It Take?
PSA's outlet charter says two working days, not counting the time you spend in the queue. Online delivery takes longer, depending on your address.
Not legal advice. This is general information. For advice on your own situation, consult a lawyer. If you cannot afford one, the Public Attorney's Office (PAO) or an IBP legal aid office may help for free.
